President William Ruto signed three crucial bills into law on Wednesday, December 4, 2024. These include the Division of Revenue (Amendment) Bill, 2024, the Rating Bill, 2024, and the Water (Amendment) Bill, 2024.
The signing ceremony took place at State House, Nairobi, in the presence of Deputy President Kithure Kindiki, Chief Cabinet Secretary Musalia Mudavadi, and other senior government officials.
The Division of Revenue (Amendment) Act, 2024, allocates KSh387 billion as the equitable share of revenue to counties for the 2024/2025 financial year.
Initially, the Finance Bill, 2024, proposed KSh400 billion for counties, but the figure was reduced to KSh380 billion after the bill’s rejection.
Finally, the National Assembly and Senate agreed on KSh387 billion, representing 24.67% of the most recent audited revenue.
This exceeds the constitutional requirement of a 15% minimum allocation to counties. Additionally, the Act allocates KSh2.2 trillion to the national government.

The Rating Act, 2024, establishes a standard framework for property valuation and rating. It provides clear guidelines for counties on assessing property values and imposing rates.
This new law aims to streamline processes and enhance transparency in property-related revenue collection.
Meanwhile, the Water (Amendment) Act, 2024, focuses on improving water infrastructure. It allows Public-Private Partnerships (PPPs) to fund the development of water projects by national government agencies.
